|About the Board | Members of the Board |
When an application is received by the Board, it is assigned to a Labour Relations Officer (LRO). The LRO is the point of contact for the parties and is responsible for the processing of the application from start to finish. This includes getting appropriate responses to the application, identifying issues in dispute, facilitating the exchange of documents, working with the parties to resolve issues and scheduling matters to resolution conferences and hearings. Even once the file has reached the adjudication stage, the LRO continues to work with the parties to narrow the issues, prepare for the hearing and resolve matters where possible.

Tannis Brown - Director of Settlement
Tannis Brown is responsible for the processing and disposition of applications, complaints and other matters that come before the Board. She supervises the dispute resolution activities and investigations of the Board’s officers and directs the scheduling of hearings and informal pre-hearing settlement initiatives. Tannis previously served as a Labour Relations Officer with the Board from 2000 to 2004. Prior to returning to the Board as Director of Settlement in June of 2010, Tannis was the Director of Labour Relations Policy and Legislation with Employment and Immigration. Tannis is a graduate of the University of Alberta Business Faculty.

Aaron Padnivelan - Manager of Settlement - Calgary
Aaron is responsible for the operation of the Board’s Calgary office and management of the Board’s caseload in southern Alberta. Based in Calgary, he also oversees the work of the Labour Relations Officers in both Edmonton and Calgary to ensure consistent application of the Board’s policies and procedures. Aaron joined the Alberta Labour Relations Board in 2003 and has expertise in almost all areas of the Board. Aaron has also worked for the Labour Relations Policy and Legislation unit for the Government of Alberta and has served as past President of the Canadian Industrial Relations Association – Northern Alberta Chapter. |

Elena Lazar - Manager of Operations and Administratve Services
Elena began her career with the Labour Relations Board in 2016 as a Hearing Coordinator and Financial Clerk. In 2018, she accepted a secondment with the Ministry of Justice and Solicitor General, where she served as a Talent Acquisition Administrator. Over the following years, she advanced through several key roles within Talent Acquisition Services, including Team Lead, TAS Administration, and TAS Consultant.
In 2021, Elena returned to the Labour Relations Board, this time in a leadership capacity—as Manager of Operations and Administrative Services. Before joining the Government of Alberta, Elena held various administrative and managerial positions in the private sector. She holds a Bachelor of Psychology (2003) and earned a Bachelor of Human Resource and Labour Relations with great distinction in 2019.

Chandra Sarafinchen- Labour Relations Officer - Edmonton
Chandra first joined the Alberta Labour Relations Board in 2012 providing administrative support to the Labour Relations Officers and procedure writing. In 2021, she left to work in post-secondary as a Privacy Officer creating a privacy and records management program, establishing, and implementing governance policies and procedures enhancing data quality and accessibility. Chandra returned to the Board as a Labour Relations Officer in May 2024. Chandra is a graduate of the University of Alberta and is a member of the Canadian Institute of Access and Privacy Professionals. Chandra also volunteered as a Victim Services Advocate from 2014 to 2018, then served as Vice-Chair from 2018 to 2020 for the St. Albert Victim Services Board of Directors.

Dan Galdamez - Labour Relations Officer - Edmonton
Dan joined the Board in April 2008. With over 20 years of labour relations and human resources experience, Dan previously worked for the Health Sciences Association of Alberta (HSAA) as a Labour Researcher and a Labour Relations Officer. Prior to HSAA, Dan worked for the Governor General’s Canadian Leadership Conference as an Administrator, and a Technical/Human Resources Manager for All Weather Windows. He has a Bachelor of Arts (Sociology) from the University of Alberta, and a Management Studies Diploma/Human Resources Certificate from Grant MacEwan College.

Graham Baker - Labour Relations Officer - Edmonton
Graham joined the Board in September 2022. Previously, Graham served as the Professional Officer for the Grant MacEwan University Faculty Association and as an elected official with the Canadian Union of Public Employees, Local 3906, in Hamilton, Ontario. He has experience in contract and legislative interpretation and application, member support, and negotiations. Graham has obtained Bachelor’s degrees in Philosophy and Religious Studies from the University of Calgary and a Master of Arts in Religious Studies from McMaster University as well as a Certificate in Labour Studies from Brock University.

Lynn Wozny - Labour Relations Officer - Edmonton
Lynn joined the Labour Relations Board in January 2023. She previously worked with the Saskatchewan Ministry of Justice and Attorney General, Constitutional Law Branch, as a Legal Analyst and Crown Counsel Assistant, and with the Alberta Employment Standards Branch as an Employment Standards Officer. She also was an instructor at Reeves College (Paralegal program), and spent many years working as a legal consultant with private law firms in various areas of the law. Lynn graduated from the University of Alberta Faculty of Law subsequent to completing a Bachelor of Arts (Psychology).

Patricia Lafave - Labour Relations Officer - Edmonton
Patricia was previously with the ATCO Group of Companies from 1999 until 2018. During her employment, she was a member of the Canadian Energy Workers Association (Chapter 101), and took roles as a Councillor, Director, and Vice President. Patricia was also a member of the bargaining team for two Collective Agreements and part of the Employee Relations Council. Patricia is a graduate of NAIT with a Bachelor of Business Administration Degree focusing on Human Resources. Prior to joining the Board, Patricia was employed as a Human Resources Generalist with Sysco Foods (Edmonton).

Vicki Lalonde - Labour Relations Officer - Calgary
Vicki Lalonde joined the Alberta Labour Relations Board in December 2019. Previously, she was with Alberta Employment Standards for 13 years, a contract Investigator with the Alberta Human Rights Commission, and a reporter for Canadian Lawyers Weekly. She is member of the Alberta Law Society, graduating from the University of Calgary’s Faculty of Law in 2002 and recipient of the Dean Michael Wylie Social Responsibility Award. |
