Biography - Ms. Pamela Kirkwood

Pamela M. Kirkwood, now retired, most recently was the Director, Labour Relations for the City of Edmonton. The City is a multi-union employer, and the Labour Relations section negotiated and administered six (6) collective agreements, providing employee relations services and advice to all City managers and employees.  Pamela previously worked for the Alberta Union of Provincial Employees for 24 years in numerous capacities; two central labour bodies (the Alberta Federation of Labour and the Labour Council of Metropolitan Toronto); and. the Public Service Alliance of Canada. She has over 35 years labour relations experience primarily in the areas of arbitration and grievance advocacy, negotiations, contract administration and labour relations education. She was appointed to the Labour Relations Board in May 2002, and served for 12 years – sitting as a Board member as both a Union side and Employer side Nominee. She was re-appointed as a Board member in 2016.
